it's been unmaintained for several years now, so there's no reason to continue maintaining it at this point. Users should migrate to compose v2, which is maintained in-tree as just docker-compose

Description of changes
docker-compose_1has been unmaintained for several years now, so there's no reason to continue maintaining it at this point. Users should migrate to compose v2, which is maintained in-tree as justdocker-compose. Nothing in-tree depends on this, so it shouldn't break anything. I also don't think it's significant enough to add a release notes entry, but would be glad to if someone suggests I should.Also part of completing #326513, as it relies on nose.
