The NixOps derivation keeps breaking because of unrelated Python packaging work and is incredibly difficult to keep alive. Rather than outright removing 1.7 as suggested in NixOS#150059 this change shuold make it much easier to keep 1.7 on life support without causing any burden for those wanting to work on python3 only.

Motivation for this change
The NixOps derivation keeps breaking because of unrelated Python packaging work and is incredibly difficult to keep alive.
Rather than outright removing 1.7 as suggested in #150059 this change should make it much easier to keep 1.7 on life support without causing any burden for those wanting to work on python3 only.
Note that the version numbers listed in
pyproject.tomlare derived from what's currently building in 21.11.Things done
