In a attempt to treat NixOS#148779, bump openvswitch LTS version to the current LTS version from upstream. Removed IPsec support since it is no longer supported by upstream LTS version.

In a attempt to treat #148779, bump openvswitch LTS version
to the current LTS version from upstream.
Removed IPsec support since it is no longer supported by upstream
LTS version.
Motivation for this change
Openvswitch LTS version was behind upstream version.
It also depended on python2 which is deprecated.
#148779 brought my attention to this package.
Things done
