Additional context

Our current Envoy package only builds with Bazel 6, which will go EOL by the release of 25.11. Bumping to Bazel 7 doesn’t work and the complex patches we apply to the build system do not cleanly apply when bumping. Upstream is on Bazel 7, and there have been CVEs since the version we are on.
