Issue description

It's currently not possible to discover PRs that have the backport labels applied but not acted upon.

I propose that the backport bot should apply the has: port to stable to PRs it has successfully backported (merge).

This way, any PR that has a backport label but not has: port to stable would be in the process of being backported, making the process more transparent.
