1. upgrade to gnome 43, I am on 4428e23
2. go to the setting of background

Additional context

@jtojnar says there are two options to fix this

• packaging the loader and manually fiddling with GDK_PIXBUF_FILE of gnome-shell (gdk-pixbuf: multiple module files #153275 won’t make it to 22.11)
• reverting to older version of gnome-backgrounds
