This should fix a few packaging regressions. `dev` also includes a merged `includes/`, which may be helpful until inter-component includes are fixed properly. (cherry picked from commit 4108529)

This is expected to fix a few packaging regressions, by providing a "normal" multi-output package which is based on a same-shaped multi-output derivation, as
mkDerivationalways does.devalso includes a mergedincludes/, which may be helpful until inter-component includes are fixed properly.Context
