Describe the bug
When deploying mods, the Dashboard Tools do not update to reflect changes to the presence or absence of the file they launch.
Restarting Vortex is required to use a tool after deploying it.

To Reproduce
Steps to reproduce the behavior:

1. Download a tool such as Simple Fallout 4 Downgrader
2. Mods: Install and deploy the tool
3. Dashboard: Add the tool's exe as a Tools shortcut
4. Mods: Disable the tool and deploy
5. Note that tool is still enabled on the Dashboard and can be clicked for an error
6. Restart Vortex
7. Note that tool is now properly disabled on the dashboard
8. Mods: Enable and deploy the tool
9. Note that tool is still disabled on the Dashboard and can't be launched

Expected behavior
Availability of Tool shortcut targets should be refreshed post-deployment.
