Describe the bug
Collection install never completes if installation is deferred until after downloading.

To Reproduce
Steps to reproduce the behavior:

1. Create a collection with 2 mods and upload the draft
2. Remove the collection from Vortex, removing mods but keeping archives
3. Delete one of the mods' archives so that it will need to be redownloaded but the other will not.
4. Install the collection and disable Install mods during collection downloads
5. Collection will hang forever at Waiting to install

Expected behavior
Download completion should trigger installations to begin
