Describe the bug
When adding a mod to a Collection in the Workshop, the default version displays as Exact Only.
This is not reflected in the collection.json file or the uploaded Collection, and is functionally identical to setting it to Prefer Exact.

To Reproduce
Steps to reproduce the behavior:

1. With v1.16 beta create a new empty Collection
2. Add any mod
3. Note that the version displays as Exact Only
4. Upload the Collection as a draft
5. Remove the Collection from Vortex entirely
6. Download the draft and add it to the Workshop
7. Note that the version is now Prefer Exact

Expected behavior
The Collection manifest and uploaded Collection should reflect what is displayed to the curator (Exact Only).
