I get the error Setting up PyTorch plugin "bias_act_plugin"... Failed!

I was following this tutorial https://www.youtube.com/watch?v=nmBw47ogP6w and I was doing great untill this point just before executing stylegan.

Im using a conda enviroment with pytorch cuda 11.3 windows 11 python 3.8... Need help D:
