Manual tests on Ubuntu 24.04 and Fedora 42 Digital Ocean droplets succeeded in installing the created packages and starting the systemd cascade service. |

This PR updates the man pages with the output of running
make manin thedoc/manualdirectory.It also pre-creates the /etc/cascade/policies directory when packages as due to systemd restrictions Cascade is unable to create it itself (and attempts to find the right systemd magic incantation to solve this failed, e.g.
ReadWritePaths,ConfigurationDirectory,SystemCallFilter=@mount,CapabilityBoundingSet=CAP_SYS_ADMIN, etc).A new action is running here https://github.com/NLnetLabs/cascade/actions/runs/18591037038 to test this change.
