Description

Following up on PR #6070, this PR fixes the return value for the MudTab ActivePanelIndex property.
In the docs example it correctly returns -1, but in the unit tests it returns 0.

-Fixed Docs example code.

The current situation:
-On startup, Tab C should be the active tab and not Tab A, the ActivePanelIndex is out of sync;
-On startup, clicking on Tab C does not work;

-PR fixes:
-On startup, Tab B is correctly set as the active tab;
-There's a slight behavioral change in that the tab panel click-event is now always raised, even when ev is null:

@henon I am a bit undecided about this.
I am sure it fixes the problem but the increase in cyclomatic complexity doesn't sit well with me.
Seems like there should be a cleaner solution that is more readable/maintainable.

Yeh you're right. I was zoning in on the nested conditional operator
I think conditional operators are handy but nesting makes it harder to read.

Right, when I do that I usually put brackets around nested ternary expressions to increase readability even if the brackets are not needed.
