Per discussion in #1269.
This updates the version for most actions where appropriate. For
eskatos/gradle-command-action, we migrate to the now officialgradle/gradle-build-action. There is no upgraded version ofgradle/wrapper-validation-actionavailable yet (see gradle/wrapper-validation-action#66 for discussion) but this change already reduces the warning volume significantly.
