Release process improvements to be made

Release fixes: 
- Include automated Github action of Notice Migration updates when the release is official
   - Maybe the Notice Migration should be a release artefact instead of a committed file?
- Include code reviewers in Contributors list (Delegated to #1735)
- Upload the .zip installers to the release assets.
