Describe the bug

An agency reached out to us sharing that their feed file keeps displaying a different validation report depending on when it's run through the Web UI.

Steps/Code to Reproduce

• Upload the feed file to https://gtfs-validator.mobilitydata.org (shared internally since it's not clear if the feed is unpublished or published yet by the agency)
• Validate feed
• Re-run 3-5 times
• See differences in report. So far, I've been able to generate 3 different versions (URLs will be shared internally)
  1. No spec compliance information
  2. 3 errors, 4 warnings
  3. 5 warnings, 1 info

Expected Results

Feed generates the same report each time.

Actual Results

Feed generates different report depending on when it's run.
