Requested by enfein/mieru#181, allow user to send and receive UDP packets with mieru.

Tested with https://github.com/enfein/mieru/blob/64e7364e8f22f969f4b8eff5dbaeacefb2d61585/test/deploy/mihomo/test_tcp.sh#L80-L82
