Although @neuecc offered that we can drop roslyn 3.8 support (which I was excited about), I later opted to not drop roslyn 3.8 support yet.
Since then however, ongoing source generator work has multipled because of the 3.8 support, so I've gone back to wanting very much to drop that support. This PR does that.
