The docker-local.md doc spanned the reorganization of the docs folder and is now misplaced. Move it into chbench so it is close to the code that it describes. Also apply some basic formatting tweaks to bring it more in line with the other developer documentation we have.

The docker-local.md doc spanned the reorganization of the docs folder
and is now misplaced. Move it into chbench so it is close to the code
that it describes. Also apply some basic formatting tweaks to bring it
more in line with the other developer documentation we have.
