Hovering over a question/help button on the title bar of a window doesn't make the button glow like other buttons do.

Steps to reproduce the behavior:

Hover over a question button on the title bar and notice it doesn't have the blue glow that it should.

I am using a bunch of windhawk mods, but AFAIK none of them mess with the title bar specifically. The theme I have is Aero10: Seven.
