Description

This PR enables low_power for the QSV encoder, which significantly reduces load on the GPU 3D engine and improves utilization of the Video Encode engine in my testing. It also skips setting the RC buffer size for QSV, which can cause a hang when encoding HEVC on some configurations. I also cleaned up some config attributes that weren't necessary or weren't implemented for the qsv_hevc encoder.
