Add Animated.Image library to provide GIF and APNG support.
Binding a int to "ImageBehavior.SpeedRatio" can be used to pause/resume the animation using 0 and 1 values. With the animation paused it dosent seem to use any more resources than the regular images.
This same process can be extended to give apng support to mod banners.
My knossos icon images were inadecuate for making the animation so i grabbed radar-knossos.dds from the mediavp package. So maybe some additional person may need to be credited here.
