This would be similar to mod quicklaunch but faster, add the feature to get the cmdline to create a quick access for tools.

In this mode, mods and builds arent going to be loaded, only tools, and knossos will quickly close after that. Direct access to the tool executable should NOT be done here, as we need to support tool updates without breaking already generated links.

Edit: Also add the ability to pass cmdline aguments to tools and fso along with this.
