Summary
The NRL batch install script currently exits with an error of the environments already exist. This PR adds an option to continue the build or installation in existing environment directories. This can be useful for debugging and if a build fails due to a filesystem hiccup etc.
Testing
Tested on my dev box.
No CI testing needed.
