Summary

This PR:

• updates the weekly build/test scripts to allow for testing of more NCEPLIBS;
• makes Acorn-specific site updates;
• updates default bacio to 2.6.0;
• changes the weekly build logic to always build and do build-time tests for the packages in $PACKAGES_TO_TEST even when otherwise building from build cache (and adds an option to disable this); and
• updates parallel_install.sh to append to log files rather than overwriting.
