@stiggy87 - (as discussed in person this morning; reposting to keep a work/decision log) this has been tested and works in the CI container. It resolves the ecbuild warnings but does not fix the failing testes we had hoped it would. Anyways, this fix is still necessary just less impactful that hoped. Once you verify that this passes |

This change adds external intel-oneapi-runtime to container and Ubuntu site config. This has been tested on the container and will be tested on the ubuntu system before this is submitted.
