Summary

This PR incorporates spack submodule changes to run parallel tests for netcdf-c and netcdf-fortran, and makes those the default. It adds netcdf-c and netcdf-fortran to the acorn and orion weekly build configs.

Testing

Tested on Acorn, plus tested parallel unit tests on Orion.

@rickgrubin-noaa I noticed the line with the packages to test is commented out in the orion site config-- is it alright to enable that?
