OneAPI v2024.2.1 was recently installed on Acorn and the site configs should be updated to include support for this compiler suite.

The ability to build and use the unified-dev environment on Acorn.

Additional context
Part of a larger push to 1. move to oneapi on all platforms and 2. maintain spack-stack on WCOSS2.
