When packages are installed from build caches, they retain the timestamp in the archive. This means that a scrubber will purge them, even if the site config or user setting in the weekly build scripts says to keep the environments around.

If the environments are to be kept, add an option in step 7 (cleanup) to touch all files in the newly installed environment.
