## Description See title. I am still not clear why these errors (SPACK_CC_..._ARGS not set) don't show up on every system. But in this case, it shows up up on the DOD HPCMP Narwhal system (Cray) with [email protected], and adding the c dependency fixes the build error.

Description
Bug fixes for a number of packages required to build on DOD's HPCMP Narwhal. All of these bug fixes were submitted upstream:
-fPICflags - Build MCT with -fPIC spack/spack-packages#2138Testing
Tested as part of JCSDA/spack-stack#1798
