• Rule bug: element_id_unique, table_aria_descendants

This PR is related to the following issue(s):

• Fixes [Rule RSRCH]: element_id_unique should be a "Needs review" rather than "Violation" #2325
• Fixes table, tr, td element with role=table, row, cell should be categorized as Recommendations and not Violation #2338

Testing reference:

• Before the fix: 250 Violations: "Table structure elements cannot specify an explicit 'role' within table containers"
• After the fix: none
