This PR onboards the
accessibility-checker,karma-accessibility-checker, andcypress-accessibility-checkerpackages with IBM Telemetry to collect anonymous and de-identified usage metrics. As these aren't component library packages, we won't have component usage metrics, but at minimum we can get an idea of how often and where these packages are installed.Additionally, I enabled the JavaScript scope to collect usage of any JavaScript tokens and functions that are exported by these packages.
