- add version constants to utils.go for latest releases
- add 4.1.0 to fvt-main
- tweak fvt-pr to drop 3.8.1 and 4.0.0 and replace them with 3.9.1 and 4.1.0
- update the "default" KAFKA_VERSION when running the FVT locally from 3.6.2 to 3.9.1
