Ideas for implementation

SC already asks for pedestrian and motor_vehicle access. Bikes and hgv were not added due to these not always being obvious(streetcomplete#39). However it seems to me as if they are well suited for SCEE. We can simply copy the pedestrian implementation and add for hgv and bikes.

I suggest we limit hgv quests to ferrys with motor_vehicle=yes.
