As I feared, this appears to affect VS development on Windows. The files are being copied to assets/extractor still, but it's looking for the files in assets, and so it crashes at the Error: Unable to read config file line in GameConfig.cpp in ZAPD.

Debug or Release config in VS makes no difference.
