A dedicated function is created for setting packet timestamp depending on whether TSBPD is enabled.
Now
CUDT::packLostData(..)andCUDT::packData(..)set packet timestamp themselves, instead of setting it in theCUDT::packData(..).It is needed for further changes related to AEAD (#2483) to set the data packet timestamp before encryption because the timestamp forms the associated data.
