Repository had 49 markdown files including 20 temporary implementation reports (PR summaries, dashboard fix notes, translation status docs) that don't belong in a public repo per Hack23 ISMS standards. CRA-ASSESSMENT.md was missing entirely. Architecture document cross-reference tables were incomplete.
