Brings a few moves closer to P+, with a few misc adjustments. Notably matches teleport travel time to PM

Jab 1:
Up Tilt:
Should make move feel less inconsistent while making it easier to play around.
Down Tilt:
Matched to P+ (but still keeps the extra 3f endlag). This technically allows it to combo later on the sweetspot, but the tipper is far worse and the move is more vulnerable to cc.
Back Air:
Slower startup combined with previous bkb reduction enables more counterplay while lowered faf brings back rising combo potential
Up Air:
The knockback changes make it far more similar to P+. Tipper kills better, sour combos better, but at mid/low percents has significantly less hitstun and is weaker to cc. Overall should bring back some of the combo fluidity while still being worse due to lack of float cancel and lower damage.
Up Special:
Params adjusted to have the same distance (double checked in training stage). Overall should be ~6f slower than P+ which feels like a good compromise
Down Special:
-[$] Effects closer matched to nerfed range/lifetime (might look weird)




-[+] Lifetime: 4f -> 5f
-[/] Hitbox Offset: 2.5 -> 0.7
Has 1 more unit of range overall, but hitbox lags behind more than before making it technically slower (still better)
