This travis test fails loading Seaside3.1.3 and I think the problem is related to recent Gettext failures seen in Issue #48, so I think we need to release a 3.1.3.1 that has the configuration fixes needed to get Gettext to load correctly with 3.1.3 ..

@jbrichau I will start a new branch for this issue and get things to the point where Seaside3.1.3 is correctly loading, and then let you tag the release and do a 3.1.3.1 Seaside release at the configuration level ...
