I mainly wanted to upgrade the tslint plugin to stop complaining about mismatched TS versions being maybe problematic[1]; but the latest versions requires updating to eslint 9 migration. It was a bit tedious, but I managed to migrate to the new flat config format.

Various other changes related to linting throughout the PR.
