Also building on #15894 and #16287. This should solve the general case for anchor elements where placeholder <a> elements are allowed, but not if they have an event listener.

We may want to limit the failing case to just click/mousedown/etc event listeners though. Presumably we should allow parent elements to have non-click related event listeners without failing the anchor below.
