Unload handlers are blocked in Chrome M122 #15765. Attempting to use unload handlers will create a permission error that Lighthouse flags in console-messages, and (at the time of writing this) this permission error still blocks bfcache which is flagged in bf-cache. With those cases covered, we shouldn't have any use for the no-unload-listeners audit.
