Consequences for the business: Can't deploy this version, because users will break their flows when clicking on it.
From my side, I don't expect that afterwards I need to check my entire flow if it's still working.
Next, if I registered, but it's not working, it might be hard to find the issue in complex flows.

To Reproduce

1. after migration to 3.0.8
2. have a working flow with the icon 'sync tools' in the upper left corner
3. click
4. use the chat and type anything. It will stop printing
   TypeError: Cannot read properties of undefined (reading 'bindTools')
5. in this case, recognize that a required tool was detached from the tool agent, which must be reattached
