Bug was found in regular testing process.

The reason of a hang is deadlock when checking access rights in rollback of GC transaction. Taking into an account that trace of system attachment does not work in FB4 and HEAD, bug currently can be seen only in FB3. But fix should be applied to all branches because current behavior is not correct.
