As a FDP Index administrator,
I want be able to approve which FDPs will be indexed,
So that I can have control over the resource available at the index.

Description
The FDPs that ping the index should not be immediately harvested and indexed. They should be part of a "waiting
list" that has to be manually verified by FDP Index administrators, to select which FDPs will be indexed. Only then the selected FDP will be indexed and show up in the index.

Acceptance Criteria:
