We (ACCESS) use this repository but don't use CIME.

It's convenient for us if the rpointer files don't include datestamps

I'm proposing we make these configurable via an extra option restart_pointer_append_date. The default would be true to maintain current behavior, but can be configured false in nuopc.runconfig.

This would impact shr_get_rpointer_name routine and having a matching change in cice.
