• Add ability to hide IsUsageReportingApproved and IsAnalyticsReportingApproved from Dynamo UI

• Move HideReportOptions to DynamoViewModel

• Move HideReportOptions to StartConfiguration

• Make HideReportOptions public and readonly

So it can't be modified outside the constructor but still accessible by WPF
