If I have understood the release procedure of the @types/ packages correctly, the release of packages is supposed to happen automatically, and updates are intended to be automatically be created at npmjs.com after a few hours.

If I have understood the release procedure of the @types/ packages correctly, the release of packages is supposed to happen automatically, and updates are intended to be automatically be created at npmjs.com after a few hours.
However I recently (yesterday) got a patch accepted, but it has not resulted in a new version of the relevant package (@types/plotly.js). Is this perhaps caused by the seemingly broken release azure release pipline (https://dev.azure.com/definitelytyped/DefinitelyTyped/_build), or am I misunderstanding something?
For reference, this is how the README looks to me for the the DefinitelyTyped project at master branch:
