Steps to reproduce:
- As admin set the flag in core settings: Settings -> Enterprise features -> "disable user's ability to manage their devices"
- As admin select non-admin user's profile, "Add new device" -> "Remote Device Activation"
- Using desktop client, select "Add instance", input instance url and token from previous step
- Click "Add instance"
Expected result:
Device is created in the system, user can connect using desktop client.
Actual result:
Error message: "Failed to create device, only admin users can manage devices".
