Describe the bug
Log streaming permanently stops working after exceeding the user limit.

To Reproduce
Steps to reproduce the behavior:

1. Set up log streaming
2. Create 6 users or more, to exceed free limits.
3. Delete users so we won't exceed limits
4. Do any action that trigger log streaming
5. Log streaming stops working

Expected behavior
Exceeding the user limit should temporarily block log streaming. Once the number of users returns within allowed limits, log streaming should resume automatically.
